Formula

Assessed value = the value your locality uses × the assessment ratio. Tax before relief = assessed value × the rate per $100 ÷ 100 × months owned ÷ 12. State relief = the relief share × the tax on the value it covers (the lesser of the car's value and the relief cap, × the ratio). Tax = tax before relief − relief. Your 2026 SALT cap = $40,400 − 30% of modified AGI above $505,000, but not below $10,000. Room = cap − the other state and local taxes you deduct. Deductible within the cap = the lesser of the tax and the room. Federal saving = that × your marginal rate, and only if you itemize. Flat fees are added to the bill but never to the deduction.

Example

A car valued at $25,000 in Fairfax County, Virginia, assessed at 100% and taxed at the 2026 rate of $4.57 per $100 for all 12 months, owes $1,142.50 before relief. Virginia's PPTRA relief of 49% applies to the $914 of tax on the first $20,000 and takes off $447.86, so the tax is $694.64, about $58 a month and an effective 2.78% of the car's value. The owner deducts $14,000 of other state and local taxes and has modified AGI of $150,000, well under the $505,000 phase-down threshold, so the 2026 SALT cap is the full $40,400 with $26,400 of room. All $694.64 is deductible, saving $152.82 at a 22% marginal rate if they itemize, for an after-deduction cost of $541.82.

How a car tax bill is built

A vehicle personal property tax is calculated in the same basic steps almost everywhere it exists, even though the numbers differ enormously from place to place. First, the locality values the car, usually from a published pricing guide rather than from what you paid. Kentucky assesses vehicles as of January 1 each year, for example, and Mississippi starts from the manufacturer's suggested retail price and applies a ten-year depreciation schedule. Second, an assessment ratio converts that value to an assessed value. Fairfax County, Virginia taxes 100% of value, South Carolina assesses personal cars at 6%, and Mississippi assesses at 30% of its depreciated sticker price. Third, the local rate is applied to the assessed value, and this is where units cause errors. Virginia localities quote dollars per $100 of assessed value, as in Fairfax County's 2026 rate of $4.57. A percentage rate is the same number. Places that quote mills, such as Connecticut and Mississippi, mean dollars per $1,000, so 45.7 mills equals $4.57 per $100. This page uses dollars per $100 throughout. Fourth, some jurisdictions prorate the tax for the months you owned the car, and some apply state relief. Only then are flat fees, such as a registration or decal fee, added to the bill. On the example, a $25,000 car assessed at 100% and taxed at $4.57 per $100 owes $1,142.50 for a full year before relief. Because the assessment usually follows the car's current guide value, the tax generally falls each year as the car depreciates, so a new car's first bills tend to be its largest. And because ratio and rate work together, comparing rates across states means little on its own: a low assessment ratio can sit alongside a high rate. The only reliable figures for your car are on your own assessment notice or your locality's tax website, and this calculator is built to take them directly.

Which states tax cars every year, and how differently

Whether you pay a yearly tax on your car depends first on where you live. WalletHub's 2026 property tax report counts 26 states that levy some form of vehicle property tax and estimates that residents of those states pay an average of $499 a year on top of their real estate taxes. It ranked Virginia's vehicle property taxes the highest and Louisiana's the lowest. The form of the tax varies. Some states and localities send a separate yearly bill based on the car's value. Virginia's counties and cities do, with rates set locally. Connecticut's towns tax motor vehicles on their grand lists, and state law caps the motor vehicle mill rate at 32.46. Kentucky levies an annual ad valorem tax, collected with registration renewal and owed in full by whoever owns the vehicle on January 1. Mississippi collects its motor vehicle ad valorem tax each year at registration, on an assessed value of 30% of the sticker price reduced over ten years, with a state tag credit that offsets part of it. Missouri and South Carolina also tax vehicles as personal property through their counties. Other states fold a value-based charge into registration instead of billing it separately. California's vehicle license fee, for instance, is 0.65% of the vehicle's market value and is collected with registration. For federal tax purposes the name on the bill does not matter; what matters is whether the charge is based on value and imposed annually. Many states have no value-based vehicle tax at all and charge registration fees by weight, age or a flat amount. Those fees are real costs, but they are not personal property taxes and they are not deductible. Because these rules change with state legislation and local budgets, treat any state list, this one included, as a starting point, and confirm the current rule with your county or city tax office or your state department of revenue.

Virginia's relief and the proration rules that change the bill

State relief programs and proration rules can cut a vehicle tax bill substantially, and both vary by place. Virginia's Personal Property Tax Relief Act is the best-known relief program. The state pays a share of the tax on the first $20,000 of assessed value of a qualifying vehicle, and the share is set for each locality each year. Fairfax County's share is 49% for tax year 2026, down from 51% for 2025. To qualify, the vehicle must be owned or leased by an individual, weigh less than 10,001 pounds and not be used for business, and Fairfax County asks owners to certify every year that the vehicle qualifies. Because relief stops at $20,000 of value, it matters more on modest cars than on expensive ones. On the example, a $25,000 car's tax before relief is $1,142.50. Relief applies to the $914 of tax on the first $20,000, which is 80% of the bill, and at the 49% rate takes off $447.86, about 39% of the whole tax, so the owner pays $694.64. On a $50,000 car the same $447.86 of relief would be a much smaller share of a much larger bill. Proration is the other rule to check. Fairfax County taxes vehicles only for the months they are situated in the county, prorated monthly, so a car bought, sold or moved away midyear is billed for part of the year, and a refund of tax already paid can be claimed. Kentucky takes the opposite approach: the owner on January 1 owes the full year's tax regardless of when the car is sold. Other places follow one of those two models or something between them. That is why this page asks for months owned only as a proration input, and why a blank months field is treated as a full year. If you sell a car or move, notify your locality promptly, because proration and refunds usually depend on it.

Deducting it: the ad valorem test and the 2026 SALT cap

A vehicle property tax can reduce your federal income tax, but only if it passes a definition and only within a shared limit. The tax code defines a deductible personal property tax as an ad valorem tax imposed on an annual basis in respect of personal property. In practice the tax must be based on the vehicle's value and charged yearly. The IRS's Schedule A instructions give the classic example: where a registration fee is based partly on value and partly on weight, only the value-based part is deductible. Flat fees and weight-based fees do not qualify. Sales tax paid when you bought the car is not a personal property tax either, although it can count if you choose to deduct general sales taxes instead of state income tax. The deduction also requires itemizing, so it is worth nothing to a taxpayer who takes the standard deduction; whether to itemize is a separate calculation. Then comes the cap. The state and local tax deduction, covering income or sales tax, real estate tax and personal property tax together, is limited to $40,400 for 2026, or $20,200 for married taxpayers filing separately, under 26 USC 164(b)(7) as amended by Public Law 119-21. For modified adjusted gross income above $505,000, or $252,500 filing separately, the cap is reduced by 30% of the excess, but never below $10,000, or $5,000 filing separately. The cap rises 1% a year through 2029 and returns to $10,000 in 2030. On the example, the owner already deducts $14,000 of state income and real estate taxes on income of $150,000, so $26,400 of room remains, the full $694.64 is deductible, and it saves $152.82 at a 22% marginal rate. For a high earner in the phase-down range, or someone whose income and property taxes already fill the cap, the same car tax saves nothing at all.
